Former Harvard Police Chief Wayne Alley has been charged in Douglas County following an alleged incident during a training class at the University of Nebraska at Omaha earlier this month.
According to court documents, Alley, 46, was attending a class related to human trafficking and child exploitation at UNO’s Community Engagement Center on July 16 when he allegedly engaged in lewd conduct during one of the presentations. Court records state that two female attendees left the room after observing his actions.
University of Nebraska Police contacted Alley following the incident and, according to investigators, discovered he was carrying a loaded 9mm handgun in his pants pocket.
Court documents state that his certification is currently suspended. Investigators allege that because his certification had been suspended, he was not exempt from Nebraska law prohibiting firearms on school property.
Alley is charged with unlawful possession of a firearm at a school, a felony, and lewd conduct, a misdemeanor.
He turned himself in to authorities July 29 and entered a plea of not guilty during his initial court appearance. His next court appearance is scheduled for Sept. 1.
Alley served as Harvard’s police chief until submitting his resignation on May 21, 2025. The Harvard City Council unanimously accepted his resignation during its May 27 meeting. At the time, no public reason for his resignation was announced.
Court proceedings remain ongoing.
